The International Centre for Migration Policy Development (ICMPD) has signed a Memorandum of Understanding (MoU) with the non-governmental organisation BRAC to strengthen long-term collaboration on migration. The partnership will focus on promoting safe and regular migration, reducing irregular migration by facilitating legal and skilled labour mobility pathways for Bangladeshi workers to Europe, and supporting the sustainable return and reintegration of migrants.
The MoU was signed on Monday (29 June 2026) at the BRAC Centre in Dhaka by Sedef Dearing, Deputy Director General and Director of Migration Dialogues and Cooperation of ICMPD, and Arinjoy Dhar, Senior Director of Microfinance and Technology, BRAC. The signing ceremony was attended by officials from both organisations, including Romed Perfler, Chief of Staff at ICMPD; Samim Ahmadi, Project Manager; Fazle Karim, ICMPD Bangladesh official; Safi Rahman Khan, Director of BRAC’s Education, Skills Development and Migration Programme; Shariful Hasan, Associate Director (Migration & Youth Platform); and Golam Faruque, Head of BRAC Probashbandhu Limited (BPL) and BRAC’s Skills Development Programme.
Expressing her optimism, Sedef Dearing said the MoU would play an important role in reducing irregular migration from Bangladesh and narrowing the gap between the European labour market’s demand for skilled workers and the supply of skilled workers from Bangladesh.
She said: “While migration plays a vital role in Bangladesh’s socio-economic development, significant challenges remain in tackling irregular migration, strengthening integrated border management, preparing skilled workers to meet labour market demands, facilitating legal migration pathways, and ensuring the protection of migrants. Addressing these challenges requires coordinated national and international efforts. ICMPD is working globally to address these issues, and our partnership with BRAC in Bangladesh will further strengthen these efforts.”
Arinjoy Dhar said: “BRAC has long been working to promote safe migration, support the sustainable reintegration of returnee migrants, and prevent human trafficking and migrant smuggling. ICMPD, on the other hand, works internationally with governments and a wide range of stakeholders to strengthen migration policy and governance. This partnership will create new opportunities to combine international expertise with local experience and develop more effective migration management initiatives.”
Under the MoU, BRAC and ICMPD will collaborate on migration management with focus on skilled labour mobility, return and reintegration, preventing irregular migration, promoting evidence-based public understanding of migration, strengthening diaspora engagement, and addressing emerging migration challenges, including those linked to climate change. The two organisations will also work together on policy dialogue, research, training, knowledge exchange and stakeholder engagement to support more effective and people-centred migration governance.
